Arrow IV front seat belt attach point

Recently I discovered that the passenger side front lap seat belt, outboard "tongue" strap was loose at the attach point. Fingers were sufficent to unscrew it. There was no bushing on the attach end, and the attach point was a relatively thin almost triangular piece of metal.

First, is this the standard, original attach point? Second, what is the secret to getting the bolt (3/8 in. head) to re-engage the nut threads (not visible under the upholstery?
