Whelen wing tip strobe problems

So my wingtip strobes are acting strangely. When i first turn them on the left wing tip will flash three times. The right may flash once or twice. Then as they run they begin to quit. You can hear the box that controls them begin to buzz a bit when they stop working. I bought a new box for the plane and the problem remains.
