Stuck up nose strut

I recently had my nose strut serviced. They replaced all the seals and O-rings, as well as the sleeve, and they checked the straightness of the piston and it was fine. But the strut is still stuck up - so much that the aircraft is unairworthy because to land it without hitting the nosewheel I'd have to tailstrike it.

My mechanic thinks that the housing may be bent or have an issue, but that would require removing the engine to replace. I'd rather not do that.

Are there any suggestions for what I can try to save myself the expense of removing the engine?
