Removed antenna screw-on doubler plate?

My plane is in annual and I had them remove an INOP Stormscope WX10A to make room on the panel for other things. I may eventually replace it with a model 500 remote unit. They took out the instrument, processor and antenna.

The WX10A antenna was near the back on the belly, maybe 2-3 feet in front of the tail tie-down. They told me that when it was originally installed it, whoever did it messed up the holes and and to drill a few more to get it all sorted out.

There is now a new doubler plate there - fairly large - about 5"x7" I guess and as yet unpainted. It is oval shaped and attached with screws.

Is it normal to not rivet it? There also appears to be some gunk around the edges. I am going back tomorrow to have another look at it as I didn't study it very well.
