PA28-236 Carb heat level vibration

I got my Dakota out of annual today. One issue showed up new:

1. At cruise, when my carb heat is off, the lever vibrates so that the lever moves down (towards the ON position) about 1" - maybe a bit less. If I push it all the way off, it vibrates itself down a bit - I don't think it is opening the heat at all - once it finds any resistance it stops, but it didn't do this before. What might cause this? I returned it to my shop to investigate.
