Tail strobe vs beacon

Since I bought my PA-28-161 in 2002, it's had a red strobe on top of the tail, running off the same strobe engine (or whatever) as the wingtip strobes; as a result, I can't turn it on/off separately with the "FIN/WING" split switch.

Has anyone else seen an installation like this? How big would the effort be to replace the tail strobe with a rotating beacon (or similar)? I'd love to be able to turn on the tail beacon while taxiing, without risking blinding everyone with my wing strobes.
