Surface rust under gas cap

Does anyone know the best way to remove the rust on the filler neck? I didn't see any pitting worth noting. After I remove the rust - is there a way to keep it from forming again.

Of note: the plane is kept in a hangar year-round in Houston. The caps, to my knowledge, don't leak (I've never found water in the tanks). Also, this is on one side only. The caps seal well.
