Stiff Parking brake

The parking brake on the pa 32 is incredibly stiff. Like its tough to get it in the first notch, then after releasing it takes quite a bit of throttle before it'll start rolling again. The toe brakes don't seem to have this problem. the brakes do seem to be dragging a wee bit pushing it back in the hangar. Any thoughts on where to look first?
