Red In-Transit Light

For 5 years, my Piper Arrow IV has the red in-transit light come on in flight. I've spent thousands of dollars chasing this problem and I've gotten nowhere. I've had the powerpack replaced. I've had all the uplimit switches replaced.

I usually pull the pump CB in-flight to make sure it doesn't run continuously, other times i just let it be and i'll hear the pump kick in for a second and sometimes the light goes out, sometimes it doesn't.

I'm pretty sure it is not the up-limit switches. The backup gear extender is deactivated. Any ideas on what t do next? My mechanic has put it up on jacks and left it all night and can't recreate the problem.
