Problem with the Mechanic!

Just recently had an annual done on my cherokee. The plane was in the shop for 3 weeks for an annual that i expected to be around 2K. The mechanic went over the airplane and found many squawks that had never shown up before in any previous annuals (with other mechanics). This guy finished the annual for almost 4 times as much as I had anticipated.

Here is the thing, He failed to go over the squawks with me and ordered a bunch of parts that I think I should have had a Say on.
My question is, does the mechanic not have to go over the evaluation with the owner before proceeding the maintenance?

This is my second annual ever so im not sure. I am a newbie to the flying community after all with a little over 100 hrs .
