Odd Shoulder Harness Installation(?)

I'm looking at a 1968 Cherokee 180D that has a front seat shoulder harness installation that I've not come across before, and neither has the mechanic who did the pre-buy. The inertia reels are mounted just below the rear passenger window sills. (See photo.) The only aftermarket installations I've seen have the inertia reels mounted high at headliner level. Does anyone know if this is an approved installation? There is no Form 337 in the records.
