Left Fuel Gauge is reading Low on Arrow II

1974 Arrow II - My Fuel Gauges are not reading the same. When I bought the plane a couple months ago, both tanks had been emptied. I put 10 gallons into each tank with 5 gal jugs. We've only ran the plane for 30 minutes so far. The Left tank gauge reads half of the right tank gauge. I have put a stick in each tank and they appear to be close to the same level. I'm thinking that maybe the Float is stuck in the tank, or maybe dirty. Any thoughts? Any ideas on a cure?
