Leaking Exhaust Headers

At my last annual, the exhaust headers on #1 & #3 cylinders were found to be leaking at the gasket.
They had already been replaced at the previous annual for the same reason.
Now, even after new gasket were installed and the headers were ground flat, there still seems signs of continued leakage.
Any ideas out there, or does it look like the cylinders will have to come off to re-work the mating surface?
