How to apply fuel placards

I am replacing my gangly fuel placard stickers - the ones that go around the filler caps. I recently had one wing repainted, so there is no sticker right now. But, the other wing still has the old baked on sticker.

Are there any tricks to removing that old sticker without compromising the paint? Heat gun, plastic scraper, solvent perhaps? Or should I just stick the new sticker right over the top?

For applying the new stickers, is there a way to do it using water and soap? I have attached decals to model airplanes before and you generally put the decal in lightly soaped water and it goes on and slides around until you're happy, then it dries and sticks. Would the same logic apply here? Any downsides to this?

I am concerned that I put that dry sticker on and misalign it or it gets a wrinkle in it, etc.
