Constant vent air coming in at my feet (Seminole)

It didn't really bother me until I just flew 2 hours up at -3C temps last weekend. Now, this has got to be fixed.

It appears that there is constant vent air coming in and blowing on the feet at the pilot and co-pilot positions. After taking a look on the ground, it looks like it's coming in through two hoses which connect to openings in the firewall (or, what would be the firewall in a single-engine).

My guess is that this is where the heater air comes in, but it doesn't shut off when I slide the "Air Intake" lever to "Closed"... but I gotta also add that that lever is really sticky. Should I suspect that the actuator cable has become frayed or snapped? Or is there some other vent actuator that I should be looking for?
