Arrow Oil Breather Question

As part of my quest to figure out why I am getting a lot of oil blowing out of my breather tube, I have discovered that the breather tube one my Arrow is possibly the wrong part.

I am looking at buying a breather tube off of a donor airplane that should have the same part as I require, per the Piper parts manual. The picture of the tube is below. My question is about the holes in the tube. I am familiar with the hole near the bottom of the tube (marked 2) to relieve pressure in case the outlet freezes up, but I am not sure about the hole (marked 1) near the top.

Is this tube correct with the 2 holes?
