Aileron cable tension between yoke and interconnect cable.

Hello. Im working on a '64 pa-30. A buddy of mine and i rigged the aileron cables to the spec in the manual they are 22.5lbs. But because we adjusted the interconnect cables to the distance the book says, from where they connect to the aileron cables and up to the yoke, the tension is below what the book calls for in tension. They are 15lbs at that point. Is that normal/acceptable? Is there any way to change the tension up front without disturbing the rest of the rig?
