Wing Fuel Decal Removal - Advice Needed

I have bought a PA28 Dakota and the fuel decals on the wings are worn and broken. I have new ones to fit but the old decals seem to be welded onto the wings.

Can anyone recommend a technique to remove the old decals? I don’t want to wear the paint away but I’d like the area to be smooth before I stick the new ones on.
