strange fuselage & engine starting problem

Hi guys,

I looking for a 140 to buy, I found one last week. but this one is strange. half inside of the fuselage was zinc chromated in green. but half was not. I looked at log, there was no major damage on it. do you guys know why is that? 1976 PA-28-140.
