Saratoga Flaps Sticking

I have a 1981 Saratoga and during my last pre-flight, the fully-extended flaps wouldn't come up right away when I released the bar. The bar had no tension on it at all, and after a minute or so, the flaps snapped back up on their own. This was repeatable several times. It happened at both the second and third flap setting.

Took it to my mechanic and he looked at it with me but it wasn't doing it any more. He lubed/cleaned the chains and springs and put it back together. I went to hanger it last night and the flaps were sticking again. I thought it might be the springs wearing out but they look fine. Any one else have this issue before?
