Replacing my fuel pump

Went to fly today- and the electric pump did not come on. No clicking, no fuel pressure.

Checked with a multi-meter, and there is 12v at the pump.

FAR 43 states that an overhaul of the pump is considered an "Appliance Major Repair", which requires an A&P license. There is some gray-area as I'd like to just order a new one and replace. Under "Preventative Maintenace", I'm allowed to replace pre-fabricated fuel lines, so removal of the fittings is covered. Also, it's not a complex assembly- it's only 2 fuel connections and one electrical connection.

My question is if this would be considered preventative maintenance, or a major repair? I'm comfortable that I'm able to do the work myself, but I'm not an A&P so I'm not sure if doing the work would be legal.
