Power setting table

I am trying to interpret the power setting table for my PA-28-200R and was wondering why does the table give you two RPM settings for 65% and 55%? Is it safe to assume that 2400/24" = 75%, 2400/22" = 65%, and 2400/20" = 55%?
I know altitude and temp play a role but can you really fine tune 21.7" with the factory gauge?
