Piper Cherokee Nose Strut seal replacement

I am replacing the seals in the nose wheel strut on a Warrior (1979 PA-28-161).

There is a retainer ring (12) on the end of the metering tube (11) which is inches up inside the housing (10).

There is a tool to shove this retainer ring onto the end of the metering tube.

Has anyone fabricated or have a source for this tool? Any suggestions on how to fabricate it or an alternate method of installing the retainer ring? I plan to use 1.4" diameter wood dowel.

Any ideas or guidance are welcome.
