PA32-260 electric trim sluggish

The Cherokee Six (1966 PA32-260) electric trim barely moves, if at all, when very cold or under an air load. On the ground, it test normal. But when fling with an air load on the the stabilator, the electric servo/motor won't overpower the air load. Also, trying to manually trim with the trim wheel is very stiff. I think the part number is 65821-02 for the electric trim servo/motor.

Any others with experience fixing this problem? What would be the best part to fix, overhaul, or replace?
