'Mandatory' SB Vrs an AD?

I've been doing some research as I get ready for my end of Nov annual. I think I have this right but wanted to ask. I see various Service Bulletins', usually from Piper. There may be some that come up pertaining to other components.

Is it true that a 'mandatory' SB from Piper is not really mandatory unless the FAA turns it into an AD? I do realize the bulletin may still be a good idea & one may want to do it anyway. The usual statement is 'Piper considers compliance mandatory', on the SB. I ask to get an idea of what to expect from my A&P concerning any outstanding, mandatory SBs. Thanks.
