Important change: up to now, an onsite flight service specialist at a Canadian mandatory frequency (MF) airport like Kingston CYGK or Gatineau CYND could only suggest a runway, or state which one was preferred/active. Now they can tell us which runway is in use, and we have to negotiate if we want a different one (just like we would with ATC).
