IFR flight, and light issues...

Was going on Long X-Ctry IFR training flight (with instructor, I am not rated), and was actually going to have to climb out IFR for low ceilings to get on top and head South. During walk-around, Nav lights were not working. Strobe(s) and beacon were functional. I was ready to call off, but talked to a couple of partners that are Instrument (and commercial) rated and they said not required for Day.

Flight instructor came and we took off (popped out at 700 AGL), but wondered about it the whole way.

By the way, at first stop, Nav lights working again, and at end of flight Nav lights working. Frustrating.

Thoughts?
