how big a deal is the RPM restriction on an Arrow

Looking for an Arrow, but none of the planes that I have flown previously had any kind of rpm restriction. I understand why it is there but it would seem to me that not being able to run the engine between 2000-2350 rpm would be at least annoying. So, to those with some time in these aircraft, is it a problem or something that you do not notice?

Is there something that can be done to remove the restriction?
