I am interested in knowing how to comply by "removing" a headrest -

my question is: can i legally remove the current headrests that i have in my PA28-235?

i am in the process of reupholstering the seats and do not like the headrests the plane came with - they merely slip out of a slot that is in the seat -

or, can the current bulky headrest be modified and made smaller to give it a more up-to-date look?
