Cylinder hold down nuts torque value?

So, just assisted my A&P IA mechanic in replacing my #2 cylinder on my O-540 engine.

I am looking for some 2nd opinion. In torquing the hold down buts, he seemed unsure of which torque values from the lycoming manual were applicable.

My understanding is that the cylinder had (4) 3/8" internal wrenching nuts and (4) 1/2" internal wrenching nuts. This is a narrow deck cylinder.

If I read the lycoming service bulletin correctly, the 3/8 nuts should be torqued to 300 in-lbs and the 1/2" nuts should be final torqued to 600 in-lbs.

My IA mechanic stated that after speaking with another IA mechanic, they should be torqued to 300 and 420 in-lbs respectively.

Looking for a 2nd opinion of wether or not these are the correct values or at least if they are "close enough" or if I should take it to another mechanic/shop to retorque the cylinder.
