Cherokee 140 "corrosion?"

Hi all, long time lurker, first time poster. I've owned my 140 now for about three years and fly out of KSQL in the Bay Area.

Everything has been great at Annual except for this year I had to spray the inside of the wings with an anti-corrosion liquid since my A&P didn't like what he saw and felt that spraying would slow the process down. This is understandable since I park 15ft away from the San Francisco Bay.

However, several spots on the plane look "rusted" and I can't tell if its just cosmetic or caused by the type of hardware that was used. You can see it in this picture on the flap hinges. When I ask people they say it looks normal to them and everything is fine.

I'm planning on getting the plane repainted this winter (full strip) since it's got the original paint and lots of bare metal is starting to show. Parking 15ft from the Bay has got me thinking that I need to get a protective layer on this bird and fast.

Any one ever seen anything like this though on your Cherokees?
