Calibrating a Fuel Gauge

One of my fuel gauges has consistently read a 1/4 tank low throughout its range. This never bothered me that much but I had some passenger's panic when they see the gauge read zero. The service manual shows the respective ohms for readings on the gauge. Can I legally get my A&P to install a resistor in line with the gauge to correct this issue?
