stubborn dirt on paint

Any recommendations on getting rid of the stubborn dirt that drips down the side of the plane? This is especially notable around where the latches that attach the top half of the cowling to the plane. No matter how hard I scrub with my water and car wash solution, I can't get it off.

It did seem to come off when I buffed it this spring using NuFinish (which I would never use again), but I was wondering if there was a solution available that is not hard on paint and does not require a buffer?
