Prop high/low pitch with loss of oil pressure (IO540)

I always understood that our engines in a loss of oil pressure (ie engine failure) would default to low pitch/high rpm setting. However, someone stated earlier today that the IO540 counterweights caused the prop to default to high pitch/low RPM setting. Which is it?
