Piper Electric Trim- Clutch Seized?

I have a warrior with the electric trim (PET-1, manual only). I've noticed the manual trim is difficult to move, and close inspection it looks like the clutch is stuck together, in other words with the system off the manual trim can't rotate the top plate, the cable just slides around the clutch pack instead of rotating it.

My first thought was the pull in solenoid was too tight, BUT we tried loosening the top nut a flat or two and it seems the clutch is stuck together? Has anyone else encountered this or do I need to pull the unit apart to investigate the cork discs?
