PA-28-151 Warrior hesitation issues

I bought a warrior to get my license. So in June purchased *a 1975 Warrior. started performing power-off stalls and noticed a hesitation when pushing full throttle. it started getting very bad, so the A&P put new plugs in. adjusted the mags and increased the idle(which was running low). The first lift off was like a new plane, but still had the hesitation during rapid full throttle. during normal flight and slow acceleration (like during take off it run great. *

Some background - the airplane came from North Carolina and now is in southwest florida. Not sure if that means anything.*

Question - could it be that I am flooding(too rich). Not sure what else it could be. *
