OZ-214. Took 2 minutes 20 seconds for tower to respond with landing clearance

Listen to SFO tower ATC at the time of the crash.

OZ-214 contacts tower at 18:56 and again at 20:10 with no response.

Then at 21:15 they finally get cleared to land.

The accident happened sometime before 22:00.

I suspect that the pilot slowed because of this, lost too much energy, came in too low and was unable to properly recover. The GS being out of service corroborates my suspicion.
