One of the local airports I use to stay instrument current is asking a new question when you want to practice instrument approaches. "Do you have an operational necessity?"


Does anyone know what this means, because I cannot find a definition anywhere. Apparently this stems from loss of separation issues. ATC is not supposed to have operations in opposite directions at towered fields. At KSAC, most of the time Rwy 20 is the active runway, but all of the instruent approaches are for runway 02. If there are aircraft in the pattern, or getting ready to depart, you will apparently be asked this question.

Is maintaining instrument currency an operational necessity?
