So I am having some remembering issues since I got my license 13 years ago and took a 7 year break. I always flew out of un-controlled airfields, and I am familiar with the procedure there to open and close my VFR flight plan.

Departing and arriving at a controlled airfield, who do I open / close my VFR flight plan with if I want to avoid changing frequencies to a FSS? Usually I fly with flight following, and it is a hassle to try to switch to a FSS then back to ATC since usually I set up flight following before I take off. Can I ask the tower to open and close my flight plan? What is most appropriate?
