The situation is blamed on ATC which cleared one plane for takeoff while two others were inbound for landing the other way. Reminds me of the old joke, where a (Southern) tower cleared two planes to land in oposite directions. When one pilot objected the tower reply was
"Youall be careful".
Good advice.
