Low CHT question

This is my first time posting. I recently had a Lycoming IO540 Reman installed in my 1996 Saratoga HP. I also had new lower cowl seals installed.
All seamed fine during the first break-in flight. Second flight I heard a fairly loud fluttering during climb out. The fluttering stopped after a minute or two then I noticed the CHT start dropping from 350 down to zero. ( don’t have an engine monitor. Only a single CHT gauge) Oil temp, Oil pressure and EGT were normal, so I continued to my destination. 30 minute flight.
After landing, I left the plane with a maintenance shop on the field and drove home in a rental car.
They checked the gauge and wiring and reported no issues. They replaced the CHT probe and the temps were good on th ground run up. Once again on climb out, the fluttering sound occurred and once again the CHT slowly dropped and pegged at the bottom of the gauge.

I’m having my local shop install the EIS on my Garmin G500TXI soon, but wondering if anyone has a clue to the problem. I suspect the fluttering is poorly installed lower cowl seals.
Hardly see a possible too much airflow could make the cylinders that cold.
