how to properly lean a O-320 160HP on Cherokee 140

no egt

basically taught to pull the mixture till its rough and push back in
right or wrong?

will this process work sitting on the runway at Density altitudes above 3000ft?
i was told to lean at DA >3000 on the ground, but if you are at idle how do i do it?
