hobbs meter not working. Certify the hours??

Hi, so i bought a 1976 piper aztec.

The broker from who i bought it did an inspection and put a sticker dated 8/1/2011 in the aircraft mxlog with a tt of 5700 hours.

The hobbs show 3600 and the tachs in the engines rpms gauges show 4500 hours.
The hobbs is frozen and clearly doesnt work.
I want to log the hours precisely and in the future certify them so i can got to other countrys with thouse hours validated.

Reccomendations??


I thought about putting a new hobbs counting from 0 and just below a placard saying i need to add 5700 hrs to what the hobbs says.

Again this is only for the purpose of timebuilding and hour certification

I dont really know if what im saying makes any sense, im just trying to avoid any legal problems with my hours.
