Extended-range Twin-engine Operational Performance Standards.

In the best tradition of the FAA, this is a whole lot more complicated than I thought. Matt's 737 flights to Hawaii are OK with 180 minute flight distance from land. But he tells me that the criteria vary for different planes and airlines, and in spite of the "twin engine" words even four engine planes like 747 are limited, but with longer flights to land being allowed.
