COM antenna resistance

I am trying to troubleshoot my COM1 (530W) radio for weak transmission at times. I checked the ground and it looks good. When i Check resistance of antenna, it's showing 8 ohms on my digital meter. I am wondering whats the correct resistance of the antenna because as per install manual, all i can find is as below.
