Cherokee 6/260 fuel pump cooling shroud

Can someone please provide some insight on the cooling shroud that is installed around the mechanical fuel pump on the lycoming engine installed in the 6/260. Lycoming said they did not ship the engine with the shroud so it has to be a piper part. The piper part number has been superseded by a later Part # 08-06097. The reason I ask is the shroud is a tight fit around the Lycoming pump and caused the welds to fail, but the new shroud required extensive modification to fit over the Tempest fuel pump since the Tempest pump housing is different.

1. What is the purpose? Hot start aid?
