Checking hydraulic fluid level- Aztec F

Does anyone know the proper way to check the powerpac hyd fluid capacity: does the gear need to be up and flaps down to properly check if it’s full? I opened the top of the filler tube and saw fluid run towards the elbow as the plane was sitting on its gear, flaps up.

I’m getting fluid on the belly and can’t seem to find the source/leak. Hoof valves for parking brake seem ok, as do the brake pedals and even the powerpac itself. No evidence of fluid on pan underneath. Any ideas?
