I recall the Navy Bureau of Personnel (BuPers) manual had advice for scattering ashes at sea. Things like: examine the urn to ensure the ashes will flow freely out (stopped short of recommending breaking them up with a screwdriver); don't stand directly downwind (of course) or upwind (the vacuum created by your presence will bring them back to you). I shudder to think about spilling them inside an aircraft cockpit.
