400 SMOH but ten years ago?

Hello
I am looking at a 1968 PA-28 Cherokee D for purchase, (my first plane) and was wondering about the engine. While looking through the planes logbooks I noticed that the engine was put on condition before because of age and not hrs. And now it's been about 11 years since its last overhaul, will this be put on condition soon also...and what does condition mean?
