Engine Runs After Mixture Shut Off

On descent this evening I reduced the throttle to around 2100 rpm and the tach initially indicated a reduction to 2100 rpm then began fluctuating between 2100 and 2300 rpm. Reduced the throttle to 1900 rpm and tach indication remained steady. When I parked on the ramp and pulled the mixture to the shut off position the engine continued to run albeit roughly, and after pushing the mixture knob back to full rich and then pulling it to shut off again it still kept running. Turning the ignition key off finally shutdown the engine. Any assessment of what may be the underlying cause or helpful information to provide an A&P for troubleshooting?
